Captain and the Co's Representative. Just before the ship left

each passenger received a bill of health signed by the

Medical Officer of the Port and the Mexican Consul, stating

that the passenger was free from all traces of infectiçus and

contagious disease and was healthy when leaving Hong Kong. The

native crew were also submitted to the same disinfection and

(Vide Affidavit of Surgeon of s.s. "Landratschieff"

examination.

Document 4).

The above mentioned bill of health issued individually to

every Stéerage passenger, signed by both the Mexican Consul and

the Health Officer of the Port is in accordance with the

requirements of the Mexican Sanitary Code, being the only

requisitenaeded to entitle the holder thereof to a landing on

arrival Art. 49 of the said Code reads,

"Those persons who may desire to settle in the Republic or

*to be taken there in the character of immigrants, will only

"be allowed to enter the same, when they hold a certificate

"to prove their perfect state of health, issued by the

*Authorities of the place they come from and countersigned

by the Mexican Consul. The certificates that may be issued

two months previously to the date of arrival of the immigrant

will be of no value whatever".

The following is a detailed statement of the events from

the day the 8.8. "Suisang" anchored at Salina Cruz (May 14th)

and the day tha s.s. "Landratschiefr" left (August 15th), it

- was as follow,-

According to affidavits of the Captain and the Ship's

Surgeon of the s.s. "Suisang" (Vide Documents 6 and 7) sworn

before the British Consul, all the passengers were in good

health and so remained till the last week of the voyage when

110 showed signs of simple conjunctivitis, and which

disappeared after treatment some time after arrival,
